The final is the complete 35-check analysis on the completed file. Most property files are incomplete; the preliminary is how you find out precisely where yours stands before paying for the full report.

The full title report is a separate charge, when you are ready for it. Even if your file turns out to be complete, the preliminary is its own deliverable: the trace, the findings, and the stated depth. If it finds something fatal and you stop, the answer you paid for is the answer you got.
